flagging

Does this word indicate a rising or falling to you? According to Merriam-Webster:
flag·ging 1 (flgng)
adj.
1. Declining; weakening: flagging strength.
2. Languid; drooping.


I was chatting with someone and I mentioned that a certain venture was flagging and she congratulated me on my success!

I thought perhaps the word had changed meaning. I guess I should have said Tanked.

I am not aware that the word has changed in meaning. My guess would be that your party of the third part wasn't really paying attention when you were conversing. Something like the famous, "and then I broke my leg"..."oh, that's nice dear!".
