From the BBC this morning:

"The version of the Women's Protection Bill put before legislators then caused such an outcry that parliament was prorogued."

No, it doesn't mean that Parliament was in favor of churlish men, it means Parliament was shut down and dismissed.

Not sure how much use it would have outside that specific context, but it's a nice word anyway.
