In theology it does refer to a specific kind of interpretation whose mantra is to find out what it meant and then what it means. The first part involves exigesis of the original languages, adding any cultural knowledge that would affect the meaning, putting the passage in context. Only after that and more does one seek to apply a lasting truth to the present.
Don't confuse with homiletic, which refers to sermom preparation, which ideally will include hermeneutics.
