Sounds like a word that would descbe the circular logic that some administrators would cleave too. But Grogie's word is good enough for me.

circular logic that some administrators would cleave too.
As in:

Rule #1 - the boss is always right.
Rule #2 - if the boss is wrong, see Rule #1.
