Someone needs to use a different dictionary, and, please, cite it in posts.
Incite, as given here, is entirely pejorative. Yet, did not MLK Jr. incite his followers to protest, peacefully and non-violently?
I am not all that insightful as to how this word is used these days, but my take on it is that it is not always bad. If you incite a feeling of incense, that is not of necessity for the worse.

Proba ly because of the tumultuous world today, with ISIS and Ferguson, "incite to riot" leaps to mind. Hebrews 10:24 suggests we learn to stir up one another to love and good works...
