This means panoramic, as a ''panoptic view of New York City from the Empire State Building''. It can also mean broad in nature, as a ''panoptic study of demographic growth''.

dictionary.com also has this usage: a panoptic aerial photograph of an enemy missile base. It adds an extra dimension beyond the idea of panoramic.
